Digital CEPA implementation system to be launched in Armenia

ArmInfo.  Deputy Chairperson of the RA National Assembly Committee on European Integration Meri Galstyan received representatives of the Prime Minister's Office and the Deputy Prime Minister's Office on April 15.

As reported by the RA NA press service, issues of joint monitoring  and strategic communication in the implementation of the  Comprehensive and Enhanced Partnership Agreement (CEPA) between  Armenia and the European Union were discussed during the meeting.

Meri Galstyan noted that within the framework of the Agreement, as  well as the EU-Armenia partnership, a number of key reforms and  programs are being implemented in the country, within the framework  of which there is a need to introduce public communication,  information and control mechanisms. The MP noted that a lot of work  needs to be done in this direction, based on the mechanism of correct  information of the public as the main beneficiary of these reforms.

The meeting participants emphasized that the public communications  strategy should be implemented at all levels of the public  administration system. In this regard, Angela Kzhdryan, Head of the  Strategic Communications and Participatory Governance Reform Program  of the Prime Minister's Office, presented the current work of the  CEPA Communication Center, highlighting the process of developing and  publishing targeted information messages for each sector of the  agreement, the development of a communication strategy for the  implementation of the agreement, which is expected to be completed  this year.

As for the joint monitoring of the implementation of the agreement,  Astghik Hayrapetyan, Chief Specialist of the Cooperation and Reforms  Department of the Office of Deputy Prime Minister Mher Grigoryan,  stressed the importance of forming a digital monitoring platform,  especially with the coordination of the Office of the Deputy Prime  Minister, which is still at the preliminary stage. In the near  future, it is planned to develop and discuss with interested  departments, including the National Assembly, a technical project of  the digital platform, which will allow each citizen to receive clear  and comprehensive information in real time on the progress of the  agreement implementation by sectors with qualitative and numerical  indicators.

The importance of developing institutional capacity and additional  expert support, as well as the role of effective cooperation between  the NA and the government in the implementation of the agreement were  emphasized.
