Armenia to implement new procedures for exchanging state information  system data to protect it in digital environment

ArmInfo.Armenia will implement new procedures for the creation, implementation, use, management, and development of state information system data exchange for data exchange in a secure digital environment. The RA government approved these procedures at its meeting on May 27.

Deputy Minister of High-Tech Industry of the Republic of Armenia  Gevorg Meliksetyan noted that at the current stage of digital society  development, secure and efficient data exchange between government  agencies' information systems is crucial. Currently, various  databases often operate in isolation, or data exchange between them  causes problems, hindering the improvement of the quality of public  services and the full implementation of the "one-time access"  principle for citizens. This, in turn, hinders the development of new  digital services for citizens and businesses or the assurance of  their quality. The Law on Public Information provides for the use of  a data exchange layer (DEL), which is a system supporting the state  information system.

The Information Systems Regulatory Commission is responsible for the  functioning and development of the DEL.

Currently, the country lacks the necessary regulations to ensure  contractually supported data exchange in a secure digital  environment. Ensuring these aspects is the responsibility of the  database administrators responsible for data exchange. An interested  party must first enter into an agreement with the data administrator  to connect to the database, after which they can submit an  application to connect to the data exchange system. Currently,  agreements are only concluded with ZAO EKENG, which is not a database  administrator.

Local governments, legal entities, or individuals may connect to the  DEL of the state information system and exchange data in a secure  digital environment based on an agreement concluded with the  regulator. An agreement for connection to the DEL may be concluded if  the non-governmental information system meets the requirements for  connection to the DEL of the state information system, as stipulated  by law and regulations. The standard agreement will be approved by  the regulator.

Government agencies join the system based on the procedures  established by the project, but must first obtain permission granted  by another regulatory act allowing access to a specific database.   Adoption of the project envisions the implementation of solutions  based on an internationally recognized and long-standing system that  ensures decentralized, encrypted, and provable data exchange,  guaranteeing data security, data availability, and traceability.
