In Armenia, the development of human capital, engineering schools, and technological entrepreneurship, along with accelerating the connection between science, education, and the labor market, is considered an important prerequisite for digital transformation. Armenian Deputy Prime Minister Mher Grigoryan stated this during a plenary session at the 5th Eurasian Forum.
He also identified balancing technology efficiency, security, and public trust as one of the key challenges.
"We all recognize the importance of upholding the principles of digital sovereignty and mutually beneficial international cooperation. The expansion of AI requires a responsible and balanced approach." "It is necessary to create a clear legal framework, ensure the transparency, explainability, and auditability of algorithms, and maintain an appropriate level of human oversight over decisions," the Deputy Prime Minister said.
He highlighted infrastructure as another strategic factor. According to the Deputy Prime Minister, the development of modern language models and AI systems is directly linked to access to high-performance computing power. In this regard, Grigoryan emphasized that the development of data processing infrastructure and cloud solutions is one of the priorities of Armenia's state policy.
He called the adoption of a joint statement on the responsible development of AI within the EAEU an important step in the development of AI technologies in the EAEU countries. According to Grigoryan, the document enshrines the general principles of ethics, security, and transparency of technology, focusing cooperation on the real needs of citizens and economies of the Union countries.
"I am confident that a responsible and innovative approach to AI development will enable our countries to shape a sustainable, secure, and competitive future." Armenia is ready for substantive dialogue and joint practical work to implement joint initiatives in this area," he concluded.
