On July 23, 2026, under the supervision of the Rosselkhoznadzor Office for the Bryansk, Smolensk, and Kaluga Regions, a large shipment of fresh-cut roses originating from Armenia was destroyed in the Smolensk Region. This measure was taken due to serious violations of regulations for importing quarantine products into Russia.
According to a statement from the Russian supervisory agency on June 18, 2026, inspectors from the agency, in cooperation with Smolensk customs officers, detained 39,200 flowers. The vehicle transporting this shipment, driven by a Belarusian citizen, was en route from the Minsk Region to Moscow. In the accompanying documents, the carrier declared the cargo to be non-alcoholic tonic drinks. During an inspection of the cargo compartment, flowers were discovered that lacked phytosanitary and shipping documents. The surviving fragments of the identification labels indicated their Armenian origin.
On June 12, 2026, Rosselkhoznadzor (Federal Service for Veterinary and Phytosanitary Surveillance) imposed temporary restrictions on the import into Russia, as well as the transit through its territory, of quarantine products originating and dispatched from Armenia. The restrictions were imposed in accordance with the Treaty on the Eurasian Economic Union to prevent the introduction of dangerous quarantine organisms into the country.
Due to the ban on the supply of these goods to the Russian market, as well as the absence of documents confirming the safety and legality of their movement, the said batch of roses was disposed of by decision of the Rosselkhoznadzor Directorate. The carrier was held administratively liable under Article 10.2 of the Administrative Code of the Russian Federation.
