ArmInfo. In Armenia, confectionery, semi-finished products, and frozen foods will be included in the list of goods subject to labeling. The RA government approved the list of products subject to labeling under the pilot program at its October 29 meeting.
As Vrezh Mkhitaryan, First Deputy Chairman of the RA State Revenue Committee, noted in his speech, the country's Tax Code empowers the government to approve the list of products using the identification method and the deadlines for their application, including within the framework of pilot programs. The digital labeling pilot project will begin on November 1, 2026, and will last until the end of the year. During this period, Data Matrix code application mechanisms and the integration of business IT systems with the national e-Mark system will be tested. From January 1, 2027, labeling of confectionery, frozen products and semi-finished products will become completely mandatory. The restrictions will affect sugar-containing confectionery products (including white chocolate, flour confectionery, as well as various frozen and semi-finished goods).
The main goal of the program is to clarify the market, combat counterfeiting, and create a unified, transparent product labeling format. The government previously launched similar pilot programs for a wide range of other goods, including medical devices, household appliances, footwear, toys, and auto parts.
In the Republic of Armenia, product labeling has been implemented since 1997. Marking was carried out using excise stamps and extended from excisable goods to alcoholic beverages and tobacco products. Since 2013, a stamp labeling system was also introduced, initially covering aquatic products, beverages, juices, and beer. Since 2014, the list of goods subject to stamp labeling has also expanded to include dairy products, canned goods, cosmetics, pharmaceuticals, and Since 2018, this list has also included pasta, meat products, oils, etc.
The Republic of Armenia, having acceded to the Agreement on the Labeling of Goods with Identification Means in the Eurasian Economic Union, adopted in Almaty on February 2, 2018, has implemented a product labeling system.
Within the framework of the latter, pilot product labeling programs are being implemented, after which the government will set deadlines for the introduction of mandatory labeling of these goods.
In the foreseeable future, it is planned to create a unified label format for the entire EAEU, which will significantly simplify the production process, and
Integration of the system with relevant government agencies will ensure control of the entire trade cycle - from production, import, to consumption. The population will be able to verify the authenticity of goods using a special mobile app. This will allow for a much more accurate assessment of the quantity of goods in circulation and, therefore, significantly reduce the shadow economy.
