ArmInfo. The State Revenue Committee is working to develop an electronic platform that will be integrated with the TRIPP project. SRC Chairman Eduard Hakobyan announced this to journalists on November 2.
He noted that the project will create a system that will minimize all possible risks. Moreover, customs functions under TRIPP will be entirely within the sphere of state sovereignty. "If, for example, risks are identified during customs clearance of goods and an inspection is necessary, the relevant decision will be made exclusively by a customs officer. The customs officer is the one making this decision; the front office cannot make such decisions. Armenia will retain all of its customs functions. "That is, we will analyze the risks, and we will conduct the inspections," Hakobyan stated, adding that the exact scope of the operator's functions—the front office—is still being discussed and will be fixed in the relevant agreement and document.
The need to engage an international operator, especially given the transition to digital technologies, was justified by the requirement to increase trust. Answering the question of whether a similar trust mechanism is envisaged for the movement of Armenian citizens within Azerbaijan, the head of the State Revenue Committee replied that he is not familiar with the Azerbaijani customs organization model. He noted that the digitalization of the customs service in Armenia will continue, regardless of the launch of TRIPP.
