The chairman of the Industrial Republican Union of Professional Organizations of Miners, Metallurgists and Jewelers - members of the Confederation of Trade Unions of Armenia Eduard Pakhlevanyan, announced this during the press conference on January 31.
''After the structural transformation of the ministries, mining enterprises of Armenia began to be supervised by various departments. But, I believe, there is no serious cause for concern. Since the problem of the mining industry alos lies in the lack of a systematic approach,> Pakhlevanyan said.
In addition, the head of the Union drew attention to the fact that a law on social insurance of the health of mining workers should be adopted in Armenia. "Since 2008, the project has been adopted, but so far we have not seen any conditions created for this," he said.
In this vein, the head of the Union spoke about the existence of best practices in the country in the person of the Agarak Copper-Molybdenum Combine. Here, thanks to the introduction of the principle of tripartism, which implies a trilateral format for resolving issues: <state-employer-trade union> 100% health insurance was introduced. "At the expense of the employer, over 1,100 employees of the plant received medical insurance," said Pakhlevanyan.
The expert also attributed the absence of a law on labor inspection to the main problems of the mining industry. <There are 29 ratified conventions of the Republic of Armenia in the Republic, of which 10 belong to the labor protection sector. But the problem is that not one of them has actually been applied and implemented in national legislation>, he complained.
One of the key conventions, in particular, relates to labor inspection, which, according to Pahldevanyan, clearly defines the concept of the term "labor inspection" on two pages without legal complications and outlines the powers of state inspectors, which are still not implemented in the country's legislation. <We are for the convention to be really working. In 2013, the Law on Labor Inspection of the Republic of Armenia was recognized as not valid. The legal authority of this inspection has turned into a myth, and the work, to put it mildly, has become ineffective>, he stressed.
