The Government of the Republic of Armenia allocated funds to cover the expenses of high-ranking representatives from 74 countries who will participate in COP-17.

ArmInfo. AMD 93.5 million will be allocated from the government’s Reserve Fund to cover the expenses of high-ranking representatives of 74 least developed and small island developing states who will arrive in Yerevan to participate in COP-17.  The decision was made at a Cabinet meeting on September 11.

The rationale for the draft decision emphasizes that, in accordance with an agreement signed between the Government of the Republic of Armenia and the Secretariat of the UN Convention on Biological Diversity in New York in 2025, the host country will finance the participation expenses of high-ranking representatives from 74 least developed countries and small island developing states. To participate in the high-level segment of COP-17, which will be held in Yerevan on October 27-28, 2026, it is proposed to finance the expenses of one high-ranking delegate (at the ministerial level) from each of the aforementioned countries.

The expenses for the participation of high-ranking representatives from 74 countries in the high-level segment of COP-17 include airfare and official travel to Yerevan for up to 3 days.  The calculation of the expenses for the official travel of high-ranking representatives to Yerevan is based on the UN circular on daily subsistence allowances, published in July 2026, according to which the allowance for one night in Yerevan is set at USD 213. The average airfare for one delegate amounts to USD 2,500 in AMD. To reduce risks (exchange-rate fluctuations or deviations from the average airfare), unforeseen expenses of 10% were also included.  The calculation was made by the Central Bank of the Republic of Armenia based on the average US dollar exchange rate set on July 27, 2026 (AMD 365.87).
